Bal Shramik Vidya Yojana UP online registration & details

On the ‘World Day Against Child Labour’, June 12 2020, the Chief Minister of Uttar Pradesh announced the inauguration of the “Bal Shramik Vidya Yojana”. Under this scheme the state has envisioned that they shall pay a monthly allowance of Rs. 1200/- to all the children in the state who work. This aid will be offered annually. Besides this the government will pay all the students who pass class 8th, 9th and 10th examinations a prize money of Rs. 6000/- each which shall incentivise the students to study further.

The Chief Minister also announced that in the first phase of this scheme a total of 2000 students will be selected across the state. On sending the students to school, the boy students will get a monthly support of Rs. 1000/- and the girl students will get a support of Rs. 1200/-. The students will be chosen from among the 57 districts worst affected with child labour in the state of Uttar Pradesh. The data used for making the scheme is provided by the census of 2011.

Eligibility Criteria for UP Bal Shramik Vidya Yojana:

  1. All children who are employed as labour and are between 8 and 18 years of age.
  2. All children who are either orphaned, or live with their parents or guardians in child labour hit districts.
  3. Either of the parents or both are physically disabled.
  4. Either of the parent or both are critically ill.

UP Bal Shramik Yojana registration and selection:

The Labour Department, Government of Uttar Pradesh is currently running a pilot project in 57 child labour hit districts of the state under which 2000 children will be enrolled and monitored, after which the details of the diversified form of the scheme shall be made available. The procedure being deployed for selection of students is as follows:

  1. The identification of child labour will be done by officers of the Labour Department based on surveys of identified Gram Panhayats, and Presiding Officers of Local bodies along with schools and ‘Child Line’
  2. The families where either of the parents or both the parents are physically handicapped, or are critically ill will be given preference.
  3. The families with no land, and female run households will be assessed on the basis of socio-economic caste census of 2011.
  4. All the information of each beneficiary shall be uploaded on the e-tracking system of the Bal Shramik Yojana.

The scheme is not ill-conceived yet more than the money the students would have done better if books and meals were provided effectively. Since the funds for uniforms, books and mid-day meals are often misused or embezzled and their exists no monitoring framework for the same. The teachers in the government schools don’t teach properly or most of the times are present but use proxies to mark their presence and attendance. There is lot more to be done, and more work to be given to our labourers so that child labour is eradicated completely.
